Dr. Kimm Campbell, Deputy County Manager
Dr. Kimm Campbell provides oversight of Mecklenburg County’s combined Health and Human Services (HHS) agency, which includes the departments of Child, Family, and Adult Services (CFAS), Public Health, Community Resources, and Community Support Services (CSS). She also oversees the new Housing and Community Development Office.
Dr. Campbell most recently served as Broward County, Florida’s deputy county administrator, responsible for the general management of county government operations with an $8 billion budget and more than 7,000 employees in a community of more than two million residents. She previously served as an assistant county administrator, human services department director, and human services deputy department director. In her role as director of Broward County’s human services department, Dr. Campbell provided leadership to more than 650 staff and managed a $165 million annual budget with more than 100 provider contracts across 65 agencies representing service delivery in multiple systems of care.
Prior to working in Florida, Dr. Campbell served as director of the Children’s Mental Health System of Care for Mecklenburg County. Her primary responsibility was designing, implementing, and evaluating services for children with serious emotional disturbances with complex needs who were multi-system involved. Prior to working for Mecklenburg County, Dr. Campbell served as the assistant director of the Children’s System of Care Branch in the N.C. Department of Health and Human Services.
Dr. Campbell is a member of the National Association of Counties’ (NACo) Health Policy Committee, National Association of Social Workers, National Forum for Black Public Administrators, and the International City County Managers Association. She is a member of Delta Sigma Theta Sorority, Incorporated. Dr. Campbell has been recognized by Legacy Magazine as one of 25 Most Influential and Prominent Black Women in Business and Industry. She was a recipient of the Urban League Margaret Roach Humanitarian Award, the Broward Community and Family Healthcare Center’s Trailblazer Award, and the Community Based Connections Social Justice & Equity Champion Award. Finally, Dr. Campbell was recognized by the Florida Panthers Professional Hockey Team for Black Excellence.
Dr. Campbell holds bachelor’s and master’s degrees in social work from New Mexico State University and a doctorate in social work from Barry University.
